MINUTES <br />CITY COUNCIL <br />JANUARY 26, 1994 <br />The Superintendent next discussed the purchase of a <br />snow plow for the loader. Estimated cost is $8,391 if <br />the plow is ordered before February 23, 1994. The <br />Superintendent reported that he would like to make this <br />purchase as soon as possible. The Superintendent <br />distributed a report detailing both past and current <br />snow plowing practices in the City as well as options <br />for consideration. The Superintendent reported that a <br />snow plow on the loader will increase efficiency and <br />lessen the time needed to plow. The loader would be <br />used for plowing cul-de-sacs, and parking lots. The <br />Superintendent also submitted information to the <br />Council which detailed the City's snow removal and <br />sandinq costs since the fall of 1985. The <br />Superintendent noted that if the plow is purchased for <br />the loader, the City could operate at Option 3, which <br />would involve City crews plowing the full City and <br />using the County as a back-up. <br />Hanson asked if the County would continue to plow <br />County streets. <br />The Superintendent replied that this was correct, <br />however, consolidation might result in six additional <br />miles of street being turned over from the County to <br />the City. <br />Morelan pointed out that the Superintendent's reports <br />did not reflect City labor costs. <br />The Superintendent replied that labor costs are sunk <br />costs that the City will have regardless of whether <br />crews are plowing or not. It was also pointed out that <br />the City has incurred very little overtime costs <br />relating to snow removal. Crews are generally sent <br />home after their eight hour shift. <br />The City Administrator reported that as equipment is <br />beinq replaced, it is being replaced with trucks that <br />can handle snow removal more efficiently. Therefore, <br />the snow removal process is taking less time. <br />Morelan pointed out that Option 4 estimates that snow <br />removal for a less than six inch event would take 20 <br />hours or less. <br />The Superintendent replied that this is correct. If <br />the City had two plow trucks with wings, plus the <br />loader, plus the parks truck, snow removal for a less <br />than 6 inch snowfall would take less than 20 hours. <br />The Administrator agreed that upgradinq of equipment <br />results in a much more efficient snow removal <br />operation. <br />Page 4 <br />
