MINUTES
CITY COUNCIL
JANUARY 26, 1994
Morelan asked how much the normal work schedule is
disrupted by snow removal.
The Superintendent replied that lift station
maintenance as well as vehicle maintenance must be
delayed in order to do snow removal. However,
upgrading the equipment is resulting in less time
needed for snow removal.
Morelan asked about snow removal complaints.
The Superintendent replied that complaints are received
on occasion. Hanson stated that when he receives a
complaint, he informs the citizen that he will look at
the situation when the next snowfall occurs.
Morelan commented that if the City is doing the
snowplowing, it will be better able to address the
complaints.
Hanson pointed out that snow plow drivers may be
hesitant to plow right to the curb for fear of tearing
out the curbing.
The Superintendent stated that the benefit of a wing is
that it can be lifted off the ground to push snow over
the boulevard area.
Morelan stated that it looks like buying additional
equipment for plowing makes sense until the City gets
to the point that it needs to hire additional help to
operate that equipment.
The Administrator pointed out that the equipment being
proposed would provide for more efficient use of time
and would result in less time being needed to plow.
The Administrator stated that the Superintendent has
indicated that there is a need for additional
personnel, however, that issue would have to be studied
and the City's ability to pay determined. The City
would want to be sure that existing personnel were
being used as efficiently as possible.
Morelan pointed out that with the addition of the plow
for the loader and the wing for the truck just
purchased from Roseville, City crews would plow the
entire City and the County would be doing County roads
and serve as a back-up for the City crews.
The Superintendent replied that this is correct,
however, reported that the wing will not be installed
in time to complete this plowing season. Therefore,
the County will plow the west half of the City for the
remainder of this season.
Page 5
