MINUTES <br />CITY COUNCIL <br />FEBRUARY 23, 1994 <br />ON TUESDAY, MARCH 22, 1994 AT 7 P.M. AT CITY HALL AT <br />WHICH TIME BOTH OPTIONS #1 AND #2 WILL BE PRESENTED TO <br />THE AFFECTED PROPERTY OWNERS <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (4) Scalze, Pedersen, Hanson, Morelan. <br />Nays (O). Resolution declared adopted. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 94-2-48 - ACCEPTING THE FEASIBILITY <br />REPORT FOR THE LAKE STREET IMPROVEMENT AS SUBMITTED BY <br />THE CITY ENGINEER, AND CALLING A PUBLIC AEARING TO <br />CONSIDER THIS IMPROVEMENT ON TUESDAY, MARCH 22, 1994 AT <br />8 P.M. AT CITY HALL <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) Morelan, Scalze, Hanson, Pedersen. <br />Nays (0). Resolution declared adopted. <br />The Administrator reviewed the feasibility report for <br />the improvement of Jackson Street/Old County Road <br />C/Lakeshore Avenue under three options. These include <br />street reconstruction and storm sewer improvements; <br />full depth reclamation with concrete curb and gutter <br />and storm sewer improvements; and full depth <br />reclamation without concrete curb and gutter and storm <br />sewer improvements. The Administrator pointed out that <br />this improvement has serious cost implications to the <br />City due to the fact that there is a great deal of non- <br />assessable footage, however, the work on these streets <br />is very much needed. The Administrator also pointed <br />out that the Engineer has estimated Option #2 at an 85% <br />assessment, when it should be assessed at 100% <br />according to the City's assessment policy. <br />Morelan pointed out that this improvement involves the <br />upgrade of a rural street to an urban section. The <br />Administrator acknowledged his error stating this was <br />correct and upgrading a rural street to urban section <br />with curb and gutter is assessed at 85% with 100% <br />assessment of the cost of the curb and gutter. <br />Scalze asked if there would be a benefits received <br />issue for the amount of assessment against some of the <br />11 <br />
