MINUTES <br />CITY COUNCIL <br />FEBRUARY 23, 1994 <br />Watershed were not unanimous in this position. <br />The Administrator indicated that aesthetics were a side <br />benefit to curb and gutter and that curb and gutter <br />would protect the road bed and carry water. However, <br />the necessity for concrete curb and gutter on the west <br />side of Jackson Street was something to look at. <br />Morelan felt something needed to be done to ease the 90 <br />degree curves in the street. <br />Olson reported that additional right-of-way would be <br />needed to ease out those curves. <br />Pedersen pointed out that the curves help to keep <br />traffic speeds down. <br />Hanson pointed out that because of the curves the <br />street cannot meet State Aid criteria. <br />The City Administrator suggested that he double-check <br />this, and see what it would take to qet the Jackson <br />Street/Old County Road C/Lakeshore Avenue area <br />designated as an MSA roadway. The Administrator <br />recommended that the public hearing be called to <br />consider improvement of the area as proposed in Option <br />#2 in the feasibility report, with the possibility of <br />eliminating concrete curb and gutter. Prior to the <br />hearing, he would have information on the MSA issue. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 94-2-49 - ACCEPTING THE FEASIBILITY <br />REPORT ON TAE IMPROVEMENT OF JACKSON STREET/OLD COUNTY <br />ROAD C/LAKESHORE AVENUE AS SUBMITTED BY THE CITY <br />ENGINEER, AND CALLING A PUBLIC HEARING TO CONSIDER THE <br />IMPROVEMENT AS PROPOSED UNDER OPTION #2 FOR TUESDAY, <br />MARCH 22, 1994 AT 9:00 P.M. AT CITY AALL <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (4) Morelan, Pedersen, Hanson, Scalze. <br />Nays (0). Resolution declared adopted. <br />RECESS At this point in the meeting, 8:55 P.M., Council took a <br />short recess. The meeting was reconvened at 9:00 P.M. <br />13 <br />
