MINUTES <br />CITY COUNCIL <br />FEBRUARY 23, 1994 <br />SINGLE The City Administrator presented a revised single <br />FRONTAGE frontage water main policy for the Council's review. <br />WATER MAIN The Administrator pointed out that the policy <br />POLICY recommends the assessment of 100% of the cost of water <br />main improvement for major undeveloped sites, with the <br />City paying for any water main oversizing costs. The <br />policy also reserves the right for the City to assess a <br />project in the most equitable manner possible, and sets <br />a$4,400 maximum per lot assessment. That $4,400 <br />figure will be adjusted annually by the CPI. <br />Scalze asked how the Edgerton water main project was <br />assessed. <br />The City Administrator replied that Edgerton water main <br />was assessed on a combination per lot/front footaqe <br />basis as a means of equalizing the assessment for the <br />varying frontages along Edgerton. <br />Morelan pointed out that the policy categorizes major <br />undeveloped sites as properties from which three or <br />more new lots can be developed. <br />The Administrator reported that he was attempting to <br />address large developable properties, feeling these <br />property owners should pay 100% of improvement costs <br />due to the development potential of the property. The <br />Administrator reported that the number of lots used was <br />based on a review of the property sizes in the Edgerton <br />water main project. <br />Morelan agreed that property owners holding property <br />for the purpose of subdividing it should pay 100% of <br />improvement costs. However, someone with a large lot <br />because they want a large lot should not be subject to <br />100% of water main costs. Morelan suggested that the <br />policy include a statement that the City Council may <br />deviate from the provisions of the policy if the <br />conditions warrant it. Morelan stated that the <br />question was who should be assessed 100% of project <br />costs and who should receive the benefit of the policy. <br />Morelan felt that a property owner holding land to be <br />developed should be assessed 100% of project costs. <br />Pedersen pointed out the option of an assessment <br />deferment until such time as property is developed. <br />14 <br />
