MINUTES CITY COUNCIL FEBRUARY 23~ 1994 pointed out that there are low traffic volumes on Lake Street. However, Jackson Street is a busy street and the walking trail makes sense in that location. Pedersen felt it would be intrusive to put a sidewalk across the front yards of the three properties on the south side of Lake Street. Hanson pointed out that there is a play structure in Nadeau Wildlife Park and a sidewalk would make access to the park safer. Scalze pointed out that there are play structures in other neighborhoods that residents access by using streets. The Administrator reported that sidewalk improvements are expensive and usually not well received by property owners. However, Jackson Street has heavy traffic volumes increasing the need for a sidewalk improvement. Morelan suqgested that the property owners be asked whether they would like a sidewalk improvement or not. The Administrator suggested that the pedestrian plan be finalized in time for the 1994 improvement hearings, and property owner input can be obtained at that time. Olson pointed out that sidewalk improvements could be added as a change-order to the 1994 road improvements or bid at the time that other trail work in the City is being done. However, the price on a concrete sidewalk may be better if the contractor installing the concrete curb and gutter can bid the improvement to be installed at the same time the curb and gutter are being installed. Scalze suggested that the Park and Recreation Commission review the pedestrian plan and provide a recommendation for the Council. The Administrator reviewed the feasibility report for the Westwind Drive/Windrow Drive improvement noting two options included in the report. The first involves mill and overlay of the street as well as storm sewer improvements. The second option is for a full depth reclamation and storm sewer improvements. 6
