MINUTES <br />CITY COUNCIL <br />FEBRUARY 23~ 1994 <br />pointed out that there are low traffic volumes on Lake <br />Street. However, Jackson Street is a busy street and <br />the walking trail makes sense in that location. <br />Pedersen felt it would be intrusive to put a sidewalk <br />across the front yards of the three properties on the <br />south side of Lake Street. <br />Hanson pointed out that there is a play structure in <br />Nadeau Wildlife Park and a sidewalk would make access <br />to the park safer. <br />Scalze pointed out that there are play structures in <br />other neighborhoods that residents access by using <br />streets. <br />The Administrator reported that sidewalk improvements <br />are expensive and usually not well received by property <br />owners. However, Jackson Street has heavy traffic <br />volumes increasing the need for a sidewalk improvement. <br />Morelan suqgested that the property owners be asked <br />whether they would like a sidewalk improvement or not. <br />The Administrator suggested that the pedestrian plan be <br />finalized in time for the 1994 improvement hearings, <br />and property owner input can be obtained at that time. <br />Olson pointed out that sidewalk improvements could be <br />added as a change-order to the 1994 road improvements <br />or bid at the time that other trail work in the City is <br />being done. However, the price on a concrete sidewalk <br />may be better if the contractor installing the concrete <br />curb and gutter can bid the improvement to be installed <br />at the same time the curb and gutter are being <br />installed. <br />Scalze suggested that the Park and Recreation <br />Commission review the pedestrian plan and provide a <br />recommendation for the Council. <br />The Administrator reviewed the feasibility report for <br />the Westwind Drive/Windrow Drive improvement noting two <br />options included in the report. The first involves <br />mill and overlay of the street as well as storm sewer <br />improvements. The second option is for a full depth <br />reclamation and storm sewer improvements. <br />6 <br />
