MINUTES <br />CITY COUNCIL <br />FEBRUARY 23, 1994 <br />if there was an advantage in installing such a sidewalk <br />as part of the Lake Street reconstruction project. <br />Morelan also asked about the responsibility for the <br />cost of a sidewalk improvement. <br />Scalze asked if Morelan meant a detached sidewalk, or a <br />walk along the roadway. <br />The Administrator suggested that it may be more <br />appropriate to install a separate concrete sidewalk set <br />back off the boulevard. <br />Morelan asked the status of the master pedestrian plan. <br />Pedersen asked why a concrete detached sidewalk would <br />be improved in this location when there are no others <br />in the City. <br />Morelan felt the need was present and now was the time <br />to do it when the street was being reconstructed. <br />Morelan felt such a sidewalk was needed on the south <br />side of Lake Street as well as on the west side of <br />Jackson Street from Old County Road C to Lake Street <br />and perhaps further south on Jackson Street to the <br />apartment complexes. <br />The Administrator indicated that staff needs to get the <br />pedestrian plan completed. The Administrator also <br />reported that sidewalk improvements are very difficult <br />to assess. Property owners typically oppose paying for <br />sidewalk improvements, and if the City is going to pay <br />for the sidewalk, it does not have to be included in <br />the improvement hearing, but can be added to the <br />contract for the improvement as a City cost. <br />Scalze suggested another option would be to widen the <br />road to include an additional 2 or 3 feet for a walking <br />trail along the roadway. It may also be less costly <br />when comparing the cost of a wider road section versus <br />those of a sidewalk. <br />The Administrator replied that from a safety standpoint <br />it would be better to have the walking path off the <br />roadway. <br />Pedersen stated that he could see the need for a trail <br />along Jackson Street, but not Lake Street.
