MINUTES <br />CITY COUNCIL <br />FEBRUARY 23, 1993 <br />is fully developed, there will be no more park dediaation <br />fees coming in. <br />Morelan felt that the City's share of improvements going <br />by a City park should be paid for from this fund. For <br />example, street improvements going by Nadeau Park. <br />However, Morelan was not sure the fund should be used for <br />improvements along Jackson Street since the west side of <br />Jackson Street is not park land. Morelan felt that if <br />there was land available for a park that the City wanted <br />to purchase and the Park Acquisition Fund was depleted, <br />the City could always bond to raise funds for the <br />purchase. <br />Scalze suggested that that Park & Recreation Commission <br />look at this issue and make a recommendation to the <br />Council. <br />Morelan expressed concern with the cost of a new fax <br />machine coming from the Water & Sewer Capital Replacement <br />Fund. Morelan noted that the City would have a fax <br />machine regardless of whether or not it was used by <br />Gopher State One Call for utility locations. <br />The Administrator pointed out that the City gets 70 to 80 <br />faxes each month from Gopher State, and that Gopher State <br />is the heaviest user of the fax machine. The <br />Administrator stated that while he did not believe this <br />was an inappropriate source for funding a new fax machine <br />purchase, that funding could come from somewhere else. <br />Scalze stated that she did not have a problem funding the <br />fax machine from the Water & Sewer Capital Replacement <br />Fund if Gopher State One Call is the major use of that <br />machine. <br />The Administrator pointed out that items like the City's <br />computer system are not being charged aqainst the Water & <br />Sewer Accounts even though a portion of the computer <br />system use is by those departments. The Administrator <br />pointed out that allocation of these types of expenses <br />among the various City accounts all even out in the long <br />run. <br />Upon motion by Pedersen, seconded by Scalze, the workshop <br />meeting was adjourned. <br />12 <br />
