Morelan stated that he could not justify the <br />improvement of trail in the park before the additional <br />parking, pointing out that the lack of sufficient parking <br />is in violation of the City's ordinance. Morelan stated <br />that there were safety issues due to the on-street <br />parking occurring on Centerville Road that should be <br />addressed. <br />Hanson reported that he received a call from a resident <br />suggestinq that the City allow on-street parkinq on the <br />west side of DeSoto Street during the summer from 5:30 <br />P.M. to 9:30 P.M. This would help relieve the parking <br />problem and should not prove to be too much of a nuisance <br />for the residents on DeSoto Street. <br />Scalze stated that there are a number of things that have <br />not been tried yet to address the parking problems at the <br />Park. <br />Morelan did not think the problem should be addressed <br />with temporary parking, pointing out that the City would <br />not allow a business to resolve parking problems in this <br />manner. Morelan stated that the last thing he wanted to <br />do was spend $70,000 on parking, however, sooner or later <br />it must be done. <br />Scalze pointed out that there are not the three votes <br />there to proceed with the parking lot improvement, nor <br />are there seven Park & Recreation Commissioners in <br />support of the additional parking at this time. <br />The Administrator pointed out that public improvements <br />listed on page 13 of the document, which is a proposal <br />for how this program could work. <br />Morelan suggested that the City's share of assessments to <br />park property for public improvement costs be paid for <br />from the Park Acquisition Fund. <br />Scalze reported that the ordinance says that these funds <br />should be used to pay for park land purchases or <br />improvements, but the Fund was set up for purchases. The <br />money has been retained over the years so that there will <br />be funds on-hand to pay for park land purchases when land <br />is available. One example of a future purchase would be <br />land to connect trails to LaBore Road. Scalze pointed <br />out that once these funds are gone and the City is fully <br />11 <br />
