MINUTES <br />CITY COUNCIL <br />MARCH 9, 1994 <br />Morelan pointed out that the only people this decision <br />affects are the people living on the lake now, and they <br />are opposed to the R-2 proposal preferring single- <br />family development. Morelan stated that for this <br />reason he will support denial of the concept of R-2 <br />rezoning. <br />Pedersen pointed out that in his report the Planner is <br />attempting to prove that twinhomes is the best plan for <br />the property. Pedersen felt that if the goal were to <br />prove single-family homes were best for the site, the <br />same arguments could be made. Pedersen felt the <br />Planner's report was important, but not compelling and <br />that R-2 is not the only means for developing the site. <br />Pedersen felt that R-2 development was not <br />overwhelmingly consistent with the Comp Plan. Pedersen <br />stated that not rezoning the property to R-2 is not <br />saying that Pratt Homes cannot develop the site. That <br />would be the decision of Pratt Homes, and Pedersen <br />pointed out that the property is still developable as <br />R-1. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 94-3-57 - DENYING THE CONCEPT OF <br />REZONING FROM R-1 TO R-2 AND THE TWIN HOME DEVELOPMENT <br />PROPOSAL AS PRESENTED FOR THE JOHN MITCHELL PROPERTY <br />BASED ON THE OVERWHELMING DESIRE OF THE EXISTING LITTLE <br />CANADA RESIDENTS ON TWIN LAKE THAT THE PROPERTY REMAIN <br />R-1, BASED ON THE FACT THAT THESE RESIDENTS PURCHASED <br />AND DEVELOPED THEIR PROPERTIES IN RELIANCE ON THE R-1 <br />ZONING OF THIS AREA~ AND BASED ON THE FACT THAT THE <br />ADJACENT MITCHELL PROPERTY LOCATED IN VADNAIS HEIGHTS <br />IS R-1 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4) Scalze, LaValle, Pedersen, Morelan. <br />Nays (1) Hanson. Resolution declared adopted. <br />Hanson felt that the City would have more control over <br />the twinhome development as proposed by Pratt. Hanson <br />pointed out that single-family lots 75 feet in width <br />could be developed along Twin Lake and still meet the <br />requirements of the Shoreland Ordinance. Hanson stated <br />that he would not want to see an R-1 development that <br />would damage the area. <br />12 <br />
