MINUTES <br />CITY COUNCIL <br />MARCH 9, 1994 <br />that are over and above what the City needs to operate. <br />Scalze felt that there should be a level playing field <br />for all parties vying for the funds, and that there <br />should be representation of the Parks and Recreation <br />Commission on the 10% Committee. <br />The Administrator requested a statement from the City <br />Council on the criteria used for funding items from the <br />10% Fund. <br />Scalze commented that the Council never made a <br />statement of this nature, it is the 10% Committee that <br />did. <br />The Administrator felt the intent was to avoid <br />dependence on gambling monies and to fund items that <br />would not normally get done. <br />Scalze suggested that the Administrator put into a <br />policy form the feelings of the Committee on this issue <br />and submit that proposal to the City Council for <br />review. <br />The Administrator indicated that it was not the intent <br />of the lo% Committee to purposely slight Parks & <br />Recreation items or to leave the Commission out of the <br />process. The Administrator agreed to put together a <br />proposed policy statement and submit it to the Council <br />for review. <br />GILANDERI Morelan asked if the Administrator had met with the <br />WATER MAIN residents if Gilanderi regarding their petition for <br />PETITION water main improvement. <br />The Administrator reported that he had not and intended <br />to meet with these residents after the upcoming <br />improvement hearings. The Administrator stated that he <br />wanted to be sure of the Council's position on these <br />other projects before proceeding with the meeting. The <br />Administrator stated that it may be best to combine a <br />project on Gilanderi with projects on Keller Parkway <br />and Viking Drive, therefore, did not anticipate a 1994 <br />project. <br />29 <br />
