The Administrator pointed out that a
committee previously reviewed items requested for
funding from the 10% Capital Improvement Fund.
Scalze asked why there are two separate capital
improvement funds.
The Administrator reported that the reason for the two
funds was that the 10o Fund is comprised of charitable
gambling dollars, and it was the City's intention not
to become dependent on gambling proceeds. Therefore,
items that were one-time in nature and things that
would not normally be funded were considered for
fundinq from the 10% Fund. The Administrator reported
that items which were not approved for funding from the
10% Capital Improvement Fund were transferred to the
General Capital Improvement Fund and have been
recommended for funding.
Scalze felt that a representative of the Parks and
Recreation Commission should be on the 10% Committee.
Morelan indicated that 10% funds should be used to
purchase items that the City would not levy for, items
28
