MINUTES <br />CITY COUNCIL <br />MI~RCH 9, 1994 <br />may be the basis of the Commission's recommendation for <br />a large increase at this time since the City has always <br />been playing catch-up in this area. <br />The Council felt it needed more time to consider the <br />increase proposed. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 94-3-63 - TABLING ACTION ON THE PARK AND <br />RECREATION COMMISSION'S RECOMMENDATION FOR INCREASE IN <br />THE CITY'S PARK CHARGE UNTIL THE MARCH 23, 1994 REGULAR <br />COUNCIL MEETING <br />The foreqoing resolution was duly seconded by Pedersen. <br />Ayes (5) LaValle, Pedersen, Hanson, Morelan, Scalze. <br />Nays (0). Resolution deolared adopted. <br />10~ CAPITAL The Administrator reported that the Park and Recreation <br />IMPROVEMENT Commission is asking for a clarification of the guide- <br />E'UND lines used to qualify expenditures for the 10% Capital <br />Improvement Fund. The Administrator pointed out that a <br />committee previously reviewed items requested for <br />funding from the 10% Capital Improvement Fund. <br />Scalze asked why there are two separate capital <br />improvement funds. <br />The Administrator reported that the reason for the two <br />funds was that the 10o Fund is comprised of charitable <br />gambling dollars, and it was the City's intention not <br />to become dependent on gambling proceeds. Therefore, <br />items that were one-time in nature and things that <br />would not normally be funded were considered for <br />fundinq from the 10% Fund. The Administrator reported <br />that items which were not approved for funding from the <br />10% Capital Improvement Fund were transferred to the <br />General Capital Improvement Fund and have been <br />recommended for funding. <br />Scalze felt that a representative of the Parks and <br />Recreation Commission should be on the 10% Committee. <br />Morelan indicated that 10% funds should be used to <br />purchase items that the City would not levy for, items <br />28 <br />
