MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />MARCH 21, 1994 <br />Pursuant to due call and notice thereof a workshop <br />meeting of the Council of the City of Little Canada, <br />Minnesota was held on the 21st day of March, 1994 in <br />the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Raymond Hanson chaired and called the meeting to <br />order at 7:38 P.M. and the following members of the <br />Council were present at roll call: <br />MEMBERS PRESENT: Mayor Mr. Raymond Hanson <br /> Council Member Mr. Jim LaValle <br /> Council Member Mr. Steve Morelan <br /> Council Member Mr. Bob Pedersen <br /> Council Member Mrs. Beverly Scalze <br />ALSO PRESENT: City Admin. Mr. Joel Hanson <br /> Public Works Mr. Dave Aarris <br /> Admin. Asst. Mrs. Kathy Glanzer <br />STREET Hanson reported that the purpose of tonight~s <br />ASSESSMENT workshop is to review the City~s street assessment <br />POLICY policy. <br />The City Administrator began by reviewing his memo <br />dated March 18, 1994 which outlines areas of the policy <br />which he believed should be addressed. The first area <br />was Rehabilitated/Reconstructed Rural Streets. The <br />Administrator felt that the 100% assessment rate for <br />this type of project should remain at 100% since the <br />City would prefer to see streets upgraded to urban <br />sections. <br />The Administrator reported that he has received calls <br />regardinq the Westwind/Windrow improvement which will <br />be considered tomorrow evening. At the time the City <br />Engineer put together the feasibility report for the <br />improvement of Westwind and Windrow, it was estimated <br />that both roads were constructed in the late 1970's. <br />Property owners on these streets have indicated that <br />Westwind Drive was constructed in approximately 1977 <br />and Windrow Drive was paved in 1985. <br />Keith Shannon, Windrow Drive resident, reported that <br />1 <br />
