MINUTES OF THE WORKSHOP MEETING CITY COUNCIL LITTLE CANADA, MINNESOTA MARCH 21, 1994 Pursuant to due call and notice thereof a workshop meeting of the Council of the City of Little Canada, Minnesota was held on the 21st day of March, 1994 in the Council Chambers of the City Center located at 515 Little Canada Road in said City. Mayor Raymond Hanson chaired and called the meeting to order at 7:38 P.M. and the following members of the Council were present at roll call: MEMBERS PRESENT: Mayor Mr. Raymond Hanson Council Member Mr. Jim LaValle Council Member Mr. Steve Morelan Council Member Mr. Bob Pedersen Council Member Mrs. Beverly Scalze ALSO PRESENT: City Admin. Mr. Joel Hanson Public Works Mr. Dave Aarris Admin. Asst. Mrs. Kathy Glanzer STREET Hanson reported that the purpose of tonight~s ASSESSMENT workshop is to review the City~s street assessment POLICY policy. The City Administrator began by reviewing his memo dated March 18, 1994 which outlines areas of the policy which he believed should be addressed. The first area was Rehabilitated/Reconstructed Rural Streets. The Administrator felt that the 100% assessment rate for this type of project should remain at 100% since the City would prefer to see streets upgraded to urban sections. The Administrator reported that he has received calls regardinq the Westwind/Windrow improvement which will be considered tomorrow evening. At the time the City Engineer put together the feasibility report for the improvement of Westwind and Windrow, it was estimated that both roads were constructed in the late 1970's. Property owners on these streets have indicated that Westwind Drive was constructed in approximately 1977 and Windrow Drive was paved in 1985. Keith Shannon, Windrow Drive resident, reported that 1
