MINUTES <br />CITY COUNCIL <br />MARCH 21, 1994 <br />his home was the third one constructed on Windrow in <br />1986 and that the road was paved in 1985. <br />The Administrator reported that Mr. Shannon works for <br />MN DOT has come up with some alternatives for improving <br />Windrow which he has discussed with the Public Works <br />Superintendent and City Engineer. <br />Morelan stated that the City would only reconstruct a <br />street as a rural street as a stop-gap measure knowing <br />that a long-term improvement was likely in the near <br />future, or if it were too expensive to upgrade to an <br />urban section. Morelan pointed out that while the 100% <br />assessment rate would be in the policy for a <br />rehabilitated/reconstructed rural street, the City <br />would still have flexibility with this rate depending <br />on the circumstances of each situation. <br />The Administrator pointed out the policy for upgraded <br />rural streets provides for an 85% assessment rate. <br />Given the estimated cost of improving Lake Street, the <br />Administrator asked if the Council wished to consider <br />lowering this percentage. The Administrator pointed <br />out that last year LaBore Road was assessed at $43.22 <br />per foot and Vanderbie/Allen at $42.66. The Engineer <br />is estimating $50 per foot for Lake Street. The <br />Administrator pointed out that the City received very <br />favorable bids for its 1993 street improvement work, <br />however, in a more normal bidding year, prices may not <br />be as favorable. <br />Morelan stated that he was in favor of lowering the <br />assessment rate to 80% feeling that the City was <br />pushing the benefits received test in assessing 85%. <br />Pedersen asked what the additional 5% meant in dollars. <br />The Administrator replied that the 5% meant an <br />additional $2 to $4 per front foot. The Administrator <br />pointed out that the City had talked about a flat rate <br />assessment, and suggested that perhaps that should be <br />considered. The flat rate would equalize the <br />assessment between projects, and would be consistent <br />with past actions of the City in assessing projects. <br />Morelan pointed out that this is similar to what was <br />done last year.
