MINUTES <br />CITY COUNCIL <br />MARCH 21, 1994 <br />asked why it should be changed. <br />Morelan pointed out that with the Lake Street <br />improvement at $50 per front foot perhaps the rate <br />should be changed. Morelan hoped that actual bid <br />prices would come in lower than the $50 rate. <br />LaValle again pointed out that the 85/15 is a policy <br />and not cast-in-stone. LaValle suggested that when the <br />Lake Street project is reviewed, perhaps it should be <br />assessed at 75/25 because of the nature of the project. <br />Morelan asked if the Council would be comfortable <br />assessing $50 per front foot. <br />LaValle stated that he did not know until he sees the <br />costs. <br />The Administrator felt that a$50 per front foot <br />assessment was pushing the benefits received test, <br />therefore, felt setting a maximum assessment would <br />help. <br />Scalze felt each situation varied as far as benefits <br />received, and suggested that once a cap is placed on <br />the maximum assessment, the City prevented itself from <br />using an appraisal to determine if an assessment met <br />the benefits received test. <br />Pedersen questioned that benefits would change from <br />street to street. <br />The Administrator replied that there may be a <br />difference in benefits received dependent on the <br />quality of housing on a street. <br />Mrs. Parrish, Westwind Drive resident, asked how <br />improvements on difference classes of streets are <br />handled. <br />Hanson pointed out that the majority of improvements on <br />County roads are not assessed. Aowever, there is talk <br />at the County level about turning back County roads to <br />municipalities. If that happens, the City's assessment <br />policy would then be applied to improvements on those <br />roads. <br />4 <br />
