MINUTES <br />CITY COUNCIL <br />MARCH 21, 1994 <br />The City Administrator used the example of LaBore Road <br />west of Edgerton. That particular road was built to <br />heavier standards due to the traffic volumes. <br />Residents along the roadway were assessed the cost of a <br />typical 8"/3" section with the City picking up the cost <br />of the heavier section, extra road width, drain tile <br />and fabric. <br />Doug Warring, Westwind resident, asked the averaqe life <br />of a street. <br />The City Administrator reported that the City Engineer <br />has indicated that 20 years is an average street life <br />and would hope that a street built to standard would <br />last longer. Mr. Shannon has talked about a 30 year <br />street life. <br />Mrs. Parrish pointed out that Westwind and Windrow are <br />being discussed for improvement when neither is 20 <br />years old and there is very little traffic on those <br />streets. <br />Scalze pointed out that there is poor soils in the area <br />of Westwind and Windrow Drives. Also, technology has <br />changed and there is no fabric under the streets. <br />The Administrator reported that street standards today <br />provide for heavier sections as well as drain tile and <br />fabric in areas of poor soils. <br />Shannon pointed out that there were street standards 10 <br />years ago when Windrow was built, and it appears that <br />the road was not constructed to City standards. <br />The Public Works Superintendent reported that he did <br />some borings and found that there is 1 to 2 inches of <br />bituminous on Windrow and Westwind. The standard is 3 <br />inches. There was Class V under these streets. <br />Mrs. Parrish reported that when they built their home, <br />they paid a lot of money for a building permit and <br />hoped that the construction of the home was inspected. <br />Parrish thought that the same should apply for road <br />construction. <br />The City Administrator pointed out that the people who <br />were involved in the past are now gone.
