MINUTES <br />CITY COUNCIL <br />MARCH 22, 1994 <br />both streets, and their condition has not gotten worse <br />over the winter. Schmidt felt there was nothing wrong <br />with these streets, and the only cracking was in the <br />culvert areas. Schmidt asked if the City had a street <br />maintenance program and how often streets are <br />sealcoated. Schmidt reported that she has lived on <br />Westwind for 12 years and in that time the street was <br />sealcoated twice. Schmidt felt the City's road <br />maintenance program was inadequate. <br />The Public Works Superintendent reported that Westwind <br />and Windrow were sealcoated in 1987 and in 1989. City <br />streets are on a five-year cycle for sealcoating, and <br />Windrow and Westwind would be on the 1995 schedule for <br />sealcoating. The Superintendent reported that street <br />patching is done on an as-needed basis. The <br />Superintendent reported that along the curb line the <br />bituminous on these streets is pushing up. There is <br />also rutting along the curbline from garbage trucks <br />running up and down the street. Frost is beginning to <br />move the asphalt. There are also several low areas on <br />the street where water sits. <br />Earys suggested that a patch and sealcoat would address <br />both streets' problems. Earys questioned the need for <br />a mill and overlay. <br />The Superintendent reported that milling would occur <br />along the curb-line with the entire street being <br />overlaid with 1 1/2 inches of bituminous. <br />Earys stated that what he thinks both streets need is <br />some maintenance. Earys reported that he has a manual <br />put out by a local road research board. This manual <br />addresses different road problems, and when he looks at <br />the pictures of severe road problems shown in the book, <br />he finds that these problems are not occurring on <br />Westwind and Windrow. The problems occurring on these <br />streets are identified as low severity and the manual <br />recommends doing nothing, or cracksealing and <br />sealcoating. <br />Hanson asked if the majority of residents present were <br />in favor of doing nothing. <br />Several residents stated that they would like to see <br />street maintenance done, such as patching and <br />11 <br />
