MINUTES <br />CITY COUNCIL <br />MARCH 22, 1994 <br />City. <br />The City Engineer agreed that Westwind and Windrow do <br />not look like they need work, but indicated that unless <br />the City does something with these streets, there will <br />be major problems. The Engineer indicated that <br />sealcoating a street will not strengthen it. <br />Grundhauser felt out that the work proposed will not <br />solve the problem. <br />The Engineer indicated that if nothing is done to these <br />streets, the property owners will be facing <br />reconstruction in the next 5, 10, or 15 years. <br />Kelm suggested that the water problem first be solved <br />before work is done on the street surface. <br />Scalze pointed out that the ditch in the area is a <br />County ditch. Scalze asked if efforts were being made <br />to work with the County and Watershed on the water <br />problem. Scalze agreed that if the water problem can <br />be resolved, the street life would be extended. <br />The City Engineer reported that the City has a meeting <br />scheduled with the Watershed tomorrow to discuss the <br />ditch. The Watershed is going through a comprehensive <br />planning process to address the work needed. However, <br />the ultimate solution could take between 5 and 10 <br />years. <br />Stan Earys, 886 Westwind Drive, asked why the road is <br />not then addressed in 5 to 10 years. <br />The Engineer stated that the only option available at <br />that point would be total reconstruction. The Engineer <br />stated that the roadways are experiencing stress. Last <br />fall a patch and sealcoat may have been an acceptable <br />option, but there has been tremendous damage to the <br />streets over the winter. The Engineer pointed out that <br />the overlay will put a crown on the street that will <br />help drainage. <br />Helm reported that there are no potholes on the street <br />and no standing water.
