MINUTES <br />CITY COUNCIL <br />MARCH 22~ 1994 <br />LaValle did not believe that was an issue, and pointed <br />out that the property owners are not in favor of the <br />improvement options outlined by the City Engineer. <br />LaValle also indicated that there are not four votes of <br />the Council to support the City Engineer's <br />recommendation. <br />The Administrator reported that the proposal does not <br />include reconstruction, and it appears that reclamation <br />is not an option. An overlay, however, would add life <br />to the street, but in this case may not make sense. <br />The Administrator indicated that once the Council <br />decides on the percentage to assess overlay and rehab <br />projects, and credits are applied for unexpired street <br />life, the property owners may not pay much for the <br />improvement. However, it may be that the patch and <br />sealcoat option would make the most sense. <br />Potter pointed out that the City Engineer has indicated <br />that a mill and overlay will last 10 years. Potter <br />reported that he has checked with other cities and they <br />have indicated that a mill and overlay will last 3 to 5 <br />years, with the same problems showing up. <br />The City Administrator reported that the life of a mill <br />and overlay depends on the type of problems that a city <br />is trying to correct. It is true that cracks will show <br />right back through, but cracks can be addressed with <br />crack-sealing. The issue on these streets is the break <br />up along the curb and culverts. <br />The Administrator reported that the City needed the <br />input of the property owners in this matter. The <br />Administrator pointed out that these streets are <br />relatively new and should be taken care of so that the <br />City can get the best value from them. <br />There was no one else from the general public present <br />wishing to comment on this matter. <br />Upon motion by LaValle, seconded by Scalze, the public <br />hearing was closed. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 94-3-65 - TABLING ACTION ON IMPROVEMENT <br />13 <br />
