MINUTES <br />CITY COUNCIL <br />MARCH 22~ 1994 <br />NO. 93-16, WESTWIND AND WINDROW DRIVES, PENDING A <br />REPORT FROM THE CITY ADMINISTRATOR COMPARING THE COST <br />AND VALUE OF A PATCH AND OVERLAY IMPROVEMENT VERSUS <br />PATCH AND SEALCOAT IMPROVEMENT <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (5) LaValle, Pedersen, Hanson, Scalze, Morelan. <br />Nays (0). Resolution declared adopted. <br />PUBLIC The Mayor opened the public hearing to consider the <br />HEARING improvement of Lake Street lying between Jackson Street <br />LAKE STREET on the west and Lakeshore Avenue on the east by street <br />IMPROVEMENT reconstruction, concrete curb and gutter, and storm <br />sewer facilities. Estimated cost of the improvement is <br />$107,032.41. The Mayor reported that the improvement <br />was initiated by Council action, thus requiring four <br />affirmative votes of the Council for approval. <br />The City Engineer pointed out that the City considered <br />the improvement of Lake Street under various options <br />last year. As part of those discussions last year, it <br />was decided that an improvement of Lake Street should <br />involve a 28-foot road width. The Engineer reported <br />that the improvement proposed tonight involves the <br />reconstruction of the existing roadway. The City's <br />standard residential road section is being proposed, <br />which involves 8 inches of base and 3 inches of <br />bituminous surface. Storm sewer improvements are also <br />proposed with the cost to be paid by the City. Cost of <br />the Lake Street and Lakeshore intersection would also <br />be borne by the City. <br />The Engineer reported that street improvement costs are <br />estimated at $62,633.49, storm sewer at $44,398.92, for <br />a total project cost of $107,032.41. Under the City's <br />policy to assess 85% of street improvement costs, and <br />100% of curb and gutter costs, $55,068.42 would be <br />assessed to the benefitting property owners. The <br />Engineer reported that the per lineal foot assessment <br />would be $47.42. <br />The City Administrator pointed out that when a project <br />on Lake Street was first discussed, assessment rates <br />were in the $70 per front foot range. At that time the <br />City tried to equalize the standards for a typical <br />residential project, with residents paying for a <br />14 <br />
