MINUTES <br />CITY COUNCIL <br />MARCH 22, 1994 <br />typical residential street section, and the City paying <br />any costs for street oversizing, heavier section, etc. <br />The Administrator reported that last year the <br />Vanderbie/Allen project was assessed at $42.36 per <br />front foot while LaBore was assessed at $43.22. <br />The Administrator reported that the $47.42 per foot <br />cost estimated includes some contingency factors. The <br />Engineer is using estimated costs, and the City would <br />hope that actual bids come in below estimate. <br />The Administrator reported that last night at an <br />assessment policy workshop, the Council discussed <br />setting a cap on the maximum assessment rate, however, <br />more research is needed to determine a rate that would <br />be equitable City-wide. <br />The Administrator also pointed out that an improvement <br />on Lake Street is not a good stand-alone project, and <br />should be combined with a larger project in order to <br />achieve some economy of scale. The Administrator <br />pointed out that later this evening the Council will be <br />considering a project on Lakeshore/Old County Road <br />C/Jackson Street. There may be a savings achieved in <br />combining Lake Street with this project. <br />LaValle pointed out that the Lake Street project will <br />result in a new 28 foot wide road with concrete curb <br />and gutter and new storm sewer at $47.42 per foot to <br />the property owners. <br />The City Administrator pointed out that the City's <br />share of project costs are estimated at $51,963.99 or <br />47.660. <br />Florence Dousi, 155 East Lake Street, questioned why <br />her estimated assessment is $5,547.57. Dousi reported <br />that in 1973 she was assessed $1,800 for Lake Street. <br />Dousi did not believe it fair that she should be <br />assessed more`than anyone else on the street pointing <br />out that she does not use the street more. <br />Dennis Beltmann, 135 Lake Street, asked if any study <br />had been done to show what kind of value the cost of <br />the road improvement would add to the individual <br />properties. <br />15 <br />
