MINUTES
CITY COUNCIL
MARCH 22, 1994
Johnson stated that if he had thought the street was
bad, he would not have purchased his home. Johnson did
not believe the homeowners on the street perceived the
street improvement as the priority that the Council
did. Johnson asked that the Council delay an
improvement on Lake Street.
Dousi indicated that the cost of the improvement was
too high.
Ray Buchholz, 120 East Lake Street, questioned the need
for improvement of the storm sewer system.
The Engineer reported that the curb and gutter proposed
on Lake Street would carry run-off into the existing
storm sewer in the area and then into Savage Lake.
Buchholz was concerned that the depth of Savage Lake
would be increased. Buchholz was also concerned that
run-off containing salt should not be draining directly
into the lake. Buchholz indicated that run-off was
currently going into the sanitary sewer system.
The City Administrator indicated that State law
prohibits surface water run-off from going into
sanitary sewer lines. The Administrator also reported
that wetland regulations are very intense, and the
Watershed would have to review and approve the proposed
storm sewer improvement before it could be constructed.
The Administrator indicated that the discharge of
surface water run-off is well regulated and monitored,
and the City Engineer is aware of these regulations and
will make sure the project is in compliance.
Buchholz reported that after a heavy rain, the water
from the swamp area behind his house is well up into
his yard. Buchholz was concerned that the curb and
gutter would increase the amount of water in the swamp
area as well as the lake, making the problem worse.
The Engineer replied that the curb and gutter will pick
up surface water run-off and give it a place to go.
The Engineer felt that there would be a negligible
effect on the levels of water in Savage Lake and the
swamp area behind the Buchholz house. The Engineer
pointed out that run-off into these areas comes from a
large drainage district, and the project is not
18
