MINUTES <br />CITY COUNCIL <br />MARCH 22, 1994 <br />Johnson stated that if he had thought the street was <br />bad, he would not have purchased his home. Johnson did <br />not believe the homeowners on the street perceived the <br />street improvement as the priority that the Council <br />did. Johnson asked that the Council delay an <br />improvement on Lake Street. <br />Dousi indicated that the cost of the improvement was <br />too high. <br />Ray Buchholz, 120 East Lake Street, questioned the need <br />for improvement of the storm sewer system. <br />The Engineer reported that the curb and gutter proposed <br />on Lake Street would carry run-off into the existing <br />storm sewer in the area and then into Savage Lake. <br />Buchholz was concerned that the depth of Savage Lake <br />would be increased. Buchholz was also concerned that <br />run-off containing salt should not be draining directly <br />into the lake. Buchholz indicated that run-off was <br />currently going into the sanitary sewer system. <br />The City Administrator indicated that State law <br />prohibits surface water run-off from going into <br />sanitary sewer lines. The Administrator also reported <br />that wetland regulations are very intense, and the <br />Watershed would have to review and approve the proposed <br />storm sewer improvement before it could be constructed. <br />The Administrator indicated that the discharge of <br />surface water run-off is well regulated and monitored, <br />and the City Engineer is aware of these regulations and <br />will make sure the project is in compliance. <br />Buchholz reported that after a heavy rain, the water <br />from the swamp area behind his house is well up into <br />his yard. Buchholz was concerned that the curb and <br />gutter would increase the amount of water in the swamp <br />area as well as the lake, making the problem worse. <br />The Engineer replied that the curb and gutter will pick <br />up surface water run-off and give it a place to go. <br />The Engineer felt that there would be a negligible <br />effect on the levels of water in Savage Lake and the <br />swamp area behind the Buchholz house. The Engineer <br />pointed out that run-off into these areas comes from a <br />large drainage district, and the project is not <br />18 <br />
