MINUTES <br />CITY COUNCIL <br />MARCH 22, 1994 <br />Johnson stated that he did not feel the condition of <br />Lake Street was bad enough to warrant an improvement. <br />Johnson stated that he read the minutes of the hearings <br />held last year and it was apparent that the residents <br />were opposed to an improvement. <br />Morelan replied that from the comments made by the <br />residents last year, he made the assumption that the <br />consensus was that work on Lake Street was needed. The <br />issue was the cost. Morelan asked residents if that <br />assumption was incorrect. <br />Pedersen pointed out that the City received a petition <br />from Lake Street residents last year requesting that <br />their street be overlaid. This request was denied <br />because it was inconsistent with the City's policy. <br />Johnson pointed out that the property owners are not <br />asking for curb and gutter or complete reconstruction <br />of Lake Street. Johnson requested that the improvement <br />on Lake Street be cost effective, rather than a <br />complete reconstruction of a street in a neighborhood <br />with very little traffic. Johnson felt that Lake <br />Street did not have the traffic volumes to justify the <br />complete reconstruction being considered. <br />Hanson pointed out that the City will be obtaining an <br />appraisal to ensure that the assessment meets the <br />benefits received test. Also, it was the consensus of <br />the Council that the Lake Street project not proceed <br />unless it can be combined with another project in order <br />to save costs. <br />Johnson felt those contingencies left too much up in <br />the air for the Lake Street residents. Johnson did not <br />believe Lake Street needed a full reconstruction, <br />referring to the result as a cadillac street. <br />The City Administrator did not categorize the <br />improvement proposed as a cadillac street, pointing out <br />that the proposal is for a 28 foot wide street, while <br />the standard is for a 30 or 32 foot width in most <br />cities. After considering the input of the property <br />owners and the fact that there is light traffic on Lake <br />Street, it was felt that a 28 foot street width would <br />be acceptable. <br />22 <br />
