MINUTES <br />CITY COUNCIL <br />MARCH 22, 1994 <br />would have to be combined with another project since <br />the Lake Street project is small and it may be cost <br />prohibitive to do a project of that size on its own. <br />Scalze asked if Lake Street were combined with another <br />project if the $47 per front foot assessment would be <br />reduced. <br />The City Administrator estimated a 0 to 10% savings on <br />Lake Street if it were combined with another project. <br />There was no one else from the general public present <br />wishing to comment on the proposed Lake Street <br />improvement. <br />Upon motion by LaValle, seconded by Pedersen, the <br />public hearing was closed. <br />The City Administrator felt there was no question that <br />the Lake Street improvement was needed. The <br />Administrator felt that if the benefits received <br />question could be answered, the property owners would <br />accept the improvement. The Administrator indicated <br />that the property owners would like to see <br />documentation that there property values will increase <br />equal to the cost of the assessment. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 94-3-66 - INSTRUCTING THE CITY <br />ADMINISTRATOR TO OBTAIN APPRAISALS ON THE PROPOSED LAKE <br />STREET IMPROVEMENT IN ORDER TO REVIEW THE BENEFITS <br />RECEIVED ISSUE <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Hanson, Pedersen, Morelan. <br />Nays (0). Resolution declared adopted. <br />Morelan felt that the improvement of Lake Street was <br />very much needed and felt the issue that needed to be <br />addressed was that of benefits received. Morelan felt <br />that the improvement should be ordered with the <br />understanding that assessments would not exceed <br />benefits received. It was also felt that the Lake <br />Street improvement needed to be oombined with another <br />project in order to achieve some economy of scale. <br />21 <br />
