MINUTES CITY COUNCIL MARCH 22, 1994 would have to be combined with another project since the Lake Street project is small and it may be cost prohibitive to do a project of that size on its own. Scalze asked if Lake Street were combined with another project if the $47 per front foot assessment would be reduced. The City Administrator estimated a 0 to 10% savings on Lake Street if it were combined with another project. There was no one else from the general public present wishing to comment on the proposed Lake Street improvement. Upon motion by LaValle, seconded by Pedersen, the public hearing was closed. The City Administrator felt there was no question that the Lake Street improvement was needed. The Administrator felt that if the benefits received question could be answered, the property owners would accept the improvement. The Administrator indicated that the property owners would like to see documentation that there property values will increase equal to the cost of the assessment. Mrs. Scalze introduced the following resolution and moved its adoption: RESOLUTION NO. 94-3-66 - INSTRUCTING THE CITY ADMINISTRATOR TO OBTAIN APPRAISALS ON THE PROPOSED LAKE STREET IMPROVEMENT IN ORDER TO REVIEW THE BENEFITS RECEIVED ISSUE The foregoing resolution was duly seconded by LaValle. Ayes (5) Scalze, LaValle, Hanson, Pedersen, Morelan. Nays (0). Resolution declared adopted. Morelan felt that the improvement of Lake Street was very much needed and felt the issue that needed to be addressed was that of benefits received. Morelan felt that the improvement should be ordered with the understanding that assessments would not exceed benefits received. It was also felt that the Lake Street improvement needed to be oombined with another project in order to achieve some economy of scale. 21
