MINUTES <br />CITY COUNCIL <br />MARCH 22, 1994 <br />Council concluded that the 100% assessment rate needs <br />to be adjusted, however, the Council did not settle on <br />what percentage it believes to be fair. The Council <br />wants to come up with something that is equitable to <br />property owners involved in a project as well as the <br />general taxpayers. <br />The Administrator reported that typically street life <br />is defined as 20 years. City records were researched <br />to determine the age of Westwind and Windrow. It <br />appears that the City put in the water main in these <br />areas as a City project, however, the other <br />improvements were put in by the developer. City <br />records are incomplete as far as the actual age of the <br />streets, but it has been learned that Westwind was <br />constructed in approximately 1977 and Windrow paved in <br />1985. The Administrator reported that there has been <br />some discussion as to whether or not these streets were <br />constructed properly to beqin with. <br />The Administrator reported that the City's street <br />assessment policy provides for a credit to property <br />owners for the unexpired life of a street. That is, if <br />a street does not last 20 years and improvements are <br />necessary on that street, the property owners being <br />assessed would receive a credit for the unexpired life <br />of the street. <br />The Administrator pointed out that the figures quoted <br />by the City Engineer are estimates at this point. <br />Actual costs will not be known until the project is <br />bid. <br />The Administrator reported that the City would like the <br />comments of the property owners in the area to help <br />them in making a decision on this matter. <br />At this point, the meeting was opened to comments from <br />the general public. <br />Ron Kelm, 883 Westwind Drive, reported that Westwind <br />water main was installed in 1977 and the street in <br />1978. <br />The City Engineer reported that the rates he quoted are <br />based on a 100o assessment. The Engineer felt that if <br />nothing is done to the streets, they will need total <br />3 <br />
