MINUTES CITY COUNCIL MARCH 22, 1994 Council concluded that the 100% assessment rate needs to be adjusted, however, the Council did not settle on what percentage it believes to be fair. The Council wants to come up with something that is equitable to property owners involved in a project as well as the general taxpayers. The Administrator reported that typically street life is defined as 20 years. City records were researched to determine the age of Westwind and Windrow. It appears that the City put in the water main in these areas as a City project, however, the other improvements were put in by the developer. City records are incomplete as far as the actual age of the streets, but it has been learned that Westwind was constructed in approximately 1977 and Windrow paved in 1985. The Administrator reported that there has been some discussion as to whether or not these streets were constructed properly to beqin with. The Administrator reported that the City's street assessment policy provides for a credit to property owners for the unexpired life of a street. That is, if a street does not last 20 years and improvements are necessary on that street, the property owners being assessed would receive a credit for the unexpired life of the street. The Administrator pointed out that the figures quoted by the City Engineer are estimates at this point. Actual costs will not be known until the project is bid. The Administrator reported that the City would like the comments of the property owners in the area to help them in making a decision on this matter. At this point, the meeting was opened to comments from the general public. Ron Kelm, 883 Westwind Drive, reported that Westwind water main was installed in 1977 and the street in 1978.
