Cost of <br />reconstruction would be approximately $150 per foot. <br />If the surface is reclaimed, the project could be done <br />for $45 to $50 per foot. The Engineer did not feel it <br />was feasible to do a full-depth reclamation at this <br />point given the condition of the curb and gutter. The <br />Engineer felt a full-depth reclamation would provide a <br />20 year life and the curb and gutter will only last an <br />additional 10 to 15 years. <br />The Engineer pointed out that for $30 per front foot an <br />inch and a half of blacktop can be added. This will <br />not address the poor street soils or drainage, but will <br />provide an additional street life of 9 to 11 years. <br />The Engineer reported that improving the street with a <br />patch and sealcoat will not add any strength to the <br />street. If you patch a street, the poor subsurface <br />will come through in the next weakest spot. The <br />Engineer did not feel it would be money well spent to <br />patch and sealcoat the streets at this point. <br />The Engineer reported that the City sealcoats streets <br />on a five year cycle, and it has been five years since <br />these streets were sealcoated. <br />The Engineer felt the best solution would be to do the <br />mill and overlay and then totally reconstruct the <br />streets in ten years. How the cost of the mill and <br />overlay is divided up would have to be worked out <br />between the property owners and the City Council. <br />Barbara Proehl, 846 Westwind Drive, asked if the mill <br />and overlay option addressed drainage. <br />The Engineer reported that the ditch in the area is not <br />draining well. The Watershed is in the process of <br />putting together a plan to improve drainage conditions <br />in the area, but that would be a separate project. <br />Proehl asked what the storm sewer improvements proposed <br />would do for drainage. Proehl reported that there is a <br />drainage concern in the area, and that property owners <br />further south alonq the ditch have filled portions of <br />the ditch in. Proehl pointed out that this is illegal, <br />has been reported, and nothing has been done. <br />4 <br />
