MINUTES <br />CITY COUNCIL <br />MARCH 22, 1994 <br />Wehrle asked how many soil borings were done on the <br />streets. <br />The Engineer replied that one 10 foot borinq was done <br />on each street. <br />Wehrle asked if the street profile was adequate for the <br />time it was installed or if it was substandard. <br />The Engineer replied that by today's standards it is <br />substandard. <br />Wehrle did not believe base standards had changed in <br />the past 10 years. <br />The Engineer reported that 10 or <br />was requiring 6 inches of gravel <br />bituminous. This standard is ac <br />with sandy soils, but not clay. <br />the street sections for Westwind <br />substandard. <br />15 years ago the City <br />and 2 inches of <br />~eptable for an area <br />By today's standards <br />and Windrow are <br />Gale Grundhauser, 894 Windrow Drive, asked if the <br />streets met City standards at the time they were built, <br />and if the City Engineer at the time inspected and <br />accepted the streets. <br />Wehrle asked if it was the Engineer's opinion that <br />full-depth reclamation was not worthwhile at this point <br />because the curbing would not last 10 years. <br />The Engineer reported that the street is not at the <br />point were it warrants reconstruction. The Engineer <br />felt another 10 years could be gotten out of the <br />streets with a low cost project. <br />Wehrle pointed out that the proposal is to assess now <br />for a low cost project and then again in 10 years for a <br />reconstruction. Wehrle asked if it would be better to <br />reconstruct now and have the City participate in the <br />cost. <br />The Administrator felt the issue came to value. In <br />this case, Windrow is only 9 years old and the majority <br />of the pavement is in good shape. Some improvement of <br />that street is being considered at this point because <br />it was felt that the street needed attention otherwise <br />6 <br />
