MINUTES <br />CITY COUNCIL <br />MARCH 22, 1994 <br />its integrity would be jeopardized. <br />Keith Shannon, 920 Windrow, reported that he is an <br />engineer with MN DOT responsible for maintenance of the <br />highway system in the Metro area. Shannon thanked the <br />City Engineer and staff for the opportunity to meet <br />with them a few days ago to discuss the project, and <br />reported that he also attended the Council's workshop <br />on the City's assessment policy last night. Shannon <br />reported that he was shocked when he received the <br />notice of the improvement hearing. Shannon reported <br />that there are some cracks and things going on with the <br />street, but that was the natural process of aging on a <br />street. Cracks are a normal part of pavement and <br />cracksealing should be done every couple of years. <br />Shannon reported that there was some deficiency with <br />the original construction of the street and there are <br />some problems on the west end due to moisture <br />conditions. Shannon reported that overlaying the <br />pavement will not address the problem since the same <br />soil conditions will be present. Shannon stated that <br />the strength of a street lies in its base material not <br />the pavement. Shannon stated that both options <br />presented by the City Engineer were ridiculous for now. <br />Windrow Drive does not need new bituminous. <br />Shannon stated that he did not understand the City's <br />program for managing and maintaining roadways, and <br />asked why the City was not trying to preserve as much <br />life out of its roadways as it can. Shannon felt that <br />cracksealing and sealcoating Windrow Drive will get <br />more life out of it. Shannon stated that the City must <br />first deal with the water problem under the street and <br />in the ditch area in order to provide a dry foundation <br />for a sound road. <br />Shannon reported that in some areas of Windrow there <br />are only 1 to 2 inches of bituminous. A street cannot <br />be milled if there aren't 3 inches of blacktop to mill. <br />Shannon stated that an overlay will do nothing to <br />strengthen the street, and the road will be no <br />different than what was there to start with. <br />Shannon stated that Windrow is still a maintainable <br />road, and one of the best ones he drives.
