MINUTES <br />CITY COUNCIL <br />MARCH 23, 1994 <br />SEWER & WATER The City Administrator reported that he is <br />RATES recommending no increase in water rates. The <br />Administrator pointed out that the water fund projects <br />an operating deficit for 1994. He believes that it <br />will be eliminated due to the fact that consumption was <br />down during 1993 because it was an unusually wet year. <br />The Administrator reported that he is recommendinq that <br />sewer rates be increased as outlined in his memo dated <br />March 18th. The City has received an increase of over <br />$80,000 in charges from the Metropolitan Waste Control <br />Commission. The increase proposed will offset $60,000 <br />of that increase, with the remaining $20,000 to be <br />covered by fund balances. <br />Morelan asked when the City last increased sewer rates. <br />The Administrator replied that sewer rates were last <br />increased in 1991 from $31.00 to the present rate of <br />$34.00. In 1992 there was an adjustment in rates for <br />multiple-family dwelling units bringing them in line <br />with those charged to other users. <br />Morelan pointed out that the sewer rate increase being <br />proposed is just over 10%, however, these rates have <br />not been increased in the past three years. <br />Hanson pointed out that the increase is necessary to <br />offset the increase to the City by the MWCC. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 94-3-74 - APPROVING THE INCREASE IN CITY <br />SEWER RATES AND WATER AVAILABILITY RATES AS RECOMMENDED <br />BY THE CITY ADMINISTRATOR IN HIS MEMO DATED MARCH 18, <br />1994 <br />The foregoinq resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Aanson, Morelan, Pedersen. <br />Nays (0). Resolution declared adopted. <br />l0~ CAPITAL The City Administrator reported that he reviewed past <br />IMPROVEMENT Council meeting minutes in putting together the <br />FUND proposed 10% Gambling Expenditure Guidelines which he <br />submitted to the Council.
