MINUTES <br />CITY COUNCIL <br />MARCH 23, 1994 <br />The Administrator stated that he was uncomfortable in <br />not having department heads part of the discussion. <br />Not giving department heads a vote may make sense, <br />however. The Administrator did feel that department <br />heads should be part of the discussion. The <br />Administrator did not feel there was lobbying for <br />certain items last year, and felt that eliminating <br />department heads totally from the process, might result <br />in lobbying of committee members outside of the <br />meeting. Last year each department had to present <br />their requests in front of each other and did it <br />objectively. In this way, each department gains <br />greater appreciation of the needs of others. <br />Scalze pointed out the charitable organizations making <br />donations to the 10% fund, and suggested that <br />representatives of these charities be contacted to <br />determined if they would be interested in being part of <br />the process. Since the charities are giving the money, <br />they may be interested in having some input into how it <br />is spent. <br />Hanson pointed out that the proposed guidelines do not <br />make Canadian Days nor the Historical Society part of <br />the process. <br />Scalze pointed out that 10% funds are a source of <br />funding for various things, and anyone who might be a <br />benefactor of those funds should be involved, otherwise <br />perhaps only citizens-at-large should be on the <br />committee. <br />Morelan pointed out that the difference with the <br />charities providing the 10% money and the Fire <br />Department is that none of the money can go back to <br />those charities, except for the Fire Department. <br />Morelan stated that he was not sure where the situation <br />was with Canadian Days since they will be getting into <br />charitable gambling effective April lst. <br />The City Administrator felt that issue should be looked <br />at after Canadian Days has operated their pull tab site <br />for a few months. <br />LaValle asked if the City could provide funding to a <br />501C3. <br />
