MINUTES <br />CITY COUNCIL <br />MARCH 23, 1994 <br />The City Attorney assumed so. <br />Scalze felt the City could if it were perceived that <br />the organization provided a City function. <br />Hanson pointed out that the guidelines provide a <br />framework for membership on the 10% committee, and this <br />membership can always be added to. <br />Morelan pointed out that the City Administrator has <br />recommended a committee of twelve. Morelan was not <br />sure that the committee should be much larger than <br />this. Morelan suggested that if someone from the <br />Aistorical Society or Canadian Days wants to be a <br />member of the committee, they could fill one of the <br />spots provided for a citizen-at-large. <br />LaValle suggested that if the Historical Society is to <br />be represented, then perhaps the senior citizens should <br />be represented as well. <br />Scalze felt that the committee should consist of only <br />appointees by the Council or else opened up to <br />everyone. <br />Pedersen felt that if Scalze had been involved in the <br />committee process last year, she would not be critical <br />of it. Pedersen felt that while Scalze's concerns may <br />be legitimate, the process worked well. Requests were <br />well screened, and there was no under-representation of <br />requests. <br />Scalze stated that the Park & Recreation Commission may <br />feel that the process was not working, pointing out <br />that the Commission was not represented on the <br />committee. <br />LaValle suggested that the Administrative Assistant <br />contact the charities contributing to the 10% fund to <br />determine if they are interested in serving on the 10~ <br />committee and to obtain their comments on the <br />guidelines presented this evening. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 94-3-75 - TABLING ACTION ON THE 10% <br />6 <br />
