MINUTES <br />CITY COUNCIL <br />APRIL 13, 1994 <br />Dr. Keenan replied that 764 LaBore Road uses part of the <br />Lake Street easement for access. <br />Kevin Keenan reported that he would like to build a house <br />on Lots 10 and 11, Mason Manor. These two lots are <br />relatively flat, with the property to the south dropping <br />down toward the lake. <br />Scalze suggested that this request may be similar to the <br />Buche request, which was denied. Scalze could not <br />remember the details of that proposal. <br />Morelan asked if Keenan planned to build his house on Lot <br />10 or 11 or in the middle of the two. <br />Kevin Keenan replied that he was not sure as yet. <br />Scalze felt it was difficult to say how the Council would <br />act on a variance of this nature. Scalze asked if the <br />City had allowed similar situations in the past. <br />Pedersen pointed out that the City allowed the <br />construction of the Murphy house on a private drive. <br />Keenan pointed out that the McCumber and Hoffman homes <br />are on private drives. <br />Morelan asked if Lake Street were improved and the cost <br />assessed, if the property on the west side of the street <br />would be assessed for a developable lot. <br />The City Administrator stated that that was correct, but <br />the assessment would be subject to a development <br />deferral. <br />Morelan asked if it would make economic sense to improve <br />a road for the potential of 5 or 6 lots. <br />Hanson again pointed out that the Masons' have no <br />intention of developing their property at this time and <br />do not want the road improvement. Hanson pointed out <br />that Keenan is requesting private access on a dedicated <br />easement. <br />Morelan stated that it appeared acceptable to grant <br />private access on the easement to Keenan, but asked where <br />the City would draw the line. <br />The City Administrator suggested that the City could <br />3 <br />
