MINUTES <br />CITY COUNCIL <br />APRIL 13, 1994 <br />the entire cost of the roadway, which would have to be <br />built to City standards. <br />Morelan asked if the other property owners abutting the <br />road would then get off without participating in the cost <br />of the improvement. <br />The City Administrator felt it would be difficult to <br />collect from these property owners. In the case of the <br />Costa Lane improvement, the developer retained a 4-foot <br />strip of property adjacent to the roadway, which abutting <br />property owners would have to buy to gain road access. <br />In this way the developer is assured of recouping road <br />improvement costs. <br />Hanson pointed out that the owner of Lots 10 and 11 has <br />been paying property taxes on these lots, and in return, <br />the City has provided no services. The property owner is <br />now attempting to use this property. <br />LaValle pointed out that there are other lots alonq <br />LaBore Road with similar ingress and egress. LaValle <br />felt that a long driveway was a characteristic of the <br />neighborhood. <br />Morelan asked what the intentions were of the property <br />owner of 764 LaBore Road. <br />Dr. Keenan replied that 764 LaBore Road does not intend <br />to develop his property at this time, and does not want <br />to be assessed for a road improvement. Keenan reported <br />that his son would like to build a house without having <br />to pay $60,000 to $90,000 to build a road. If the <br />Council is agreeable to the variance concept, then the <br />cost of bringing utilities to the site will be <br />investigated. <br />LaValle asked if anyone on the Council was adamantly <br />opposed to the concept. LaValle stated that he was not. <br />LaValle pointed out that even if a variance were <br />approved, the Keenan's would have to determine if the <br />proposal was feasible based on the costs of a driveway <br />and bringing utilities to the site. <br />Hanson suggested that perhaps Council Members should look <br />at the site to see if they can come up with a better <br />idea. Hanson reported that the site is relatively flat <br />from LaBore Road to the end of the unimproved Lake Street <br />5 <br />
