MINUTES <br />CITY COUNCIL <br />APRIL 13, 1994 <br />cul-de-sac. After that point, the topography slopes down <br />toward the lake. <br />Scalze felt that sooner or later Lake Street would be <br />improved and the Mason property as well as the site at <br />764 LaBore Road would be developed. The question is <br />whether to allow a house on the road before it is <br />improved. Scalze again referred to the Buche proposal <br />and could not remember the details of the Council's <br />denial. <br />Pedersen stated that he had no problem allowing Keenan to <br />construct a house on a temporary driveway with the <br />stipulation that the road improvement would be required <br />should further development occur. <br />Scalze stated that there would have to be some <br />stipulation that Mr. Keenan would pay his share of the <br />road improvement costs when the road is put in. <br />Pedersen agreed. <br />Morelan agreed that allowing one house on a private <br />driveway was an acceptable situation, but asked what <br />happens tomorrow when someone proposed to develop one of <br />the Mason lots. <br />Pedersen indicated that at some point the City will have <br />to say no more development until the roadway is improved. <br />Pedersen stated that unless there were some strong <br />reasons to deny Mr. Keenan's request, he would be in <br />favor of it. Pedersen felt that it was somewhat unfair <br />to expect taxes to be paid on the property if it could <br />not be used. <br />Dr. Keenan pointed out that there would not be a problem <br />if the other property owners abutting the street were <br />interested in developing, but they are not. Keenan <br />indicated that the variance would allow his son to build <br />a house on the property at a reasonable cost. <br />Scalze asked about sewer and if Keenan would run a <br />connection that would be adequate for the other <br />properties to connect to once they develop. <br />The Superintendent reported that Keenan would have to <br />connect to the MWCC main on Keller Parkway. The MWCC <br />allows a limited number of connections, and permission <br />6 <br />
