MINUTES <br />CITY COUNCIL <br />MAY 11, 1994 <br />Morelan suggested that the Engineer could include as an <br />alternate in his road improvement plans and specs the <br />various trail improvements being discussed. The <br />Council could at a later date decide whether or not to <br />proceed with the trails. <br />LaValle asked if Morelan was suggesting a concrete <br />sidewalk alonq Old County Road C and Lakeshore. <br />Morelan suggested that the City Engineer determine <br />whether bituminous or concrete was most feasible. <br />LaValle suggested that if the City begins putting in <br />concrete sidewalks, there will be a lot of property <br />owners petitioning for sidewalks. <br />Pedersen pointed out that assessing for the sidewalk <br />would govern the situation. <br />Morelan stated that he did not know that assessing a <br />sidewalk improvement could be supported from a benefits <br />received standpoint. Morelan felt that a sidewalk <br />improvement was a safety issue on a collector street. <br />Scalze felt there were a lot of similar streets in the <br />City. <br />Morelan suggested that Lakeshore/Old County Road C is <br />probably the most heavily traveled City street. <br />Morelan felt that collector streets through residential <br />neighborhoods should have sidewalks. <br />Scalze asked if Morelan was talking about an off-the- <br />road sidewalk versus a larger shoulder. <br />Morelan replied that he was. <br />LaValle suggested that the cost be determined before <br />the Council makes a decision on the matter. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 94-5-119 - INSTRUCTING THE CITY ENGINEER <br />TO INCLUDE THE FOLLOWING AS ALTERNATES TO PLANS AND <br />SPECS FOR THE LAKE STREET AND LAKESHORE/OLD COUNTY ROAD <br />C/JACKSON STREET IMPROVEMENTS: <br />8 <br />
