MINUTES <br />CITY COUNCIL <br />MAY 25, 1994 <br />municipalities have indicated that they do not intend <br />to make that large a time commitment again. <br />The Administrator aqain asked the Council to forward <br />any committee nominations to staff. Staff will also <br />determine if there is anyone on the Planning Commission <br />and Park & Recreation Commission who might be <br />interested. <br />PEDESTRIAN The City Administrator reported that both the Planning <br />PLAN Commission and Park & Recreation Commission have <br />reviewed the proposed Pedestrian Plan, and their <br />comments have been included in meeting minutes. The <br />Administrator asked how the Council wished him to <br />proceed. <br />Morelan asked if the plan had been compared with <br />heavily-traveled roads through residential areas to <br />ensure that pedestrian traffic in these areas is being <br />addressed. <br />The Administrative Assistant replied that the Public <br />Works Superintendent has indicated that he made this <br />comparison and felt the Pedestrian Plan adequately <br />addressed these areas. <br />Morelan felt that the Pedestrian Plan was a long-term <br />document. Morelan also felt that pedestrian traffic <br />along heavily-traveled roads through residential areas <br />should be addressed with walkways. <br />Pedersen asked if Morelan felt wider shoulders along <br />the street adequately addressed pedestrian traffic. <br />Morelan replied that in some instances it may, but in <br />others its may not. Morelan felt that these areas <br />should be addressed in the Pedestrian Plan so that the <br />issue can be addressed when the City is considering <br />reconstruction. <br />Scalze felt that assessing the cost of a sidewalk or <br />trail improvement alonq a roadway was one thing, but if <br />that cost is to be picked up through general taxation, <br />a City-wide public hearing should be held to determine <br />if property owners want their tax dollars spent in this <br />way. <br />22 <br />
