MINUTES <br />CITY COUNCIL <br />MAY 25, 1994 <br />Morelan indicated that that is a trail system. Morelan <br />stated that he would like to see something in place to <br />address pedestrian traffic along heavily-traveled <br />streets in residential areas. The ideal time to <br />address this is when streets are considered for <br />reconstruction. <br />Pedersen stated that one way to address this is to make <br />the street wider. Scalze indicated that the City has <br />done this in some instances. <br />The City Administrator reported that in putting <br />together the Pedestrian Plan, consideration was given <br />to heavily-traveled roads through residential areas, <br />unless the particular area was not conducive to <br />pedestrian traffic. For example the County Road D and <br />Centerville Road areas. <br />Morelan suggested that perhaps the matter should be <br />addressed in the 5treet Reconstruction Policy with a <br />statement that pedestrian traffic will be considered on <br />collector streets and above. <br />Scalze pointed out that in the Street Assessment <br />Policy, the City had determined a flat assessment <br />amount equal to benefits received. Any additions which <br />cause the cost of the improvement to exceed that flat <br />amount will have to be paid by the City. Scalze <br />pointed out that the City has a Trail System Plan, and <br />in some cases has widened roads to provide for <br />pedestrian traffic. Scalze did not believe that the <br />City could afford sidewalk improvements. <br />Morelan felt that the City should look at each <br />individual situation to make sure pedestrian traffic is <br />being addressed, and then determine the best way to <br />address the situation. <br />The City Administrator felt it was an excellent idea to <br />address the issue as part of the Street Reconstruction <br />Policy, and indicated that he would include a statement <br />on this matter similar to what has been done to address <br />underground utilities. <br />TRAIL AND The City Administrator reviewed the City Engineer's <br />WALKWAY report dated May 25, 1994 regarding trail and walkway <br />24 <br />
