MINUTES CITY COUNCIL MAY 25, 1994 PATA ON Morelan reported that the path on County Road C is in COUNTY poor condition, and asked who was responsible for the ROAD C maintenance of this path. The Administrator reported that he would contact the County to determine responsibility. TWIN LAKE The City Administrator reported that he sent a letter PINES to the City of Vadnais Heights raising environmental concerns about Twin Lake, and noted the response received from Vadnais Heights did not address the concerns raised. That letter suggests a joint park arranqement between the two cities on land located in Little Canada. The City Planner reported that even if the City of Vadnais Heights were to purchase land in Little Canada, Little Canada would have zoning authority over this property. The property in question is currently zoned R-1 and not zoned for park development. The Planner reported that the City could act on the Twin Lake Pines Plat and designate the outlot property in question as private recreational space. It was noted that the Park & Recreation Commission will be reviewing the Twin Lake Pines plat at their next meeting, and it was suggested that the Vadnais Heights correspondence be forwarded to the Commission for their review. The Planner pointed out that the annexation of Little Canada property to Vadnais Heights would provide the City of Vadnais Heights more rights than it currently has for this property. While the City cannot restrict who owns a parcel of land in the City, it can restrict how that land is used.
