Aanson stated that he had no problem with <br />the Keenan variance request, and questioned how many <br />similar situations there were in the City. <br />Morelan pointed out that there were three along <br />unimproved Lake Street alone. Aanson replied that he <br />was referring to situations other than along unimproved <br />Lake Street. <br />Scalze stated that granting a variance does not change <br />the Code, and that Lots 8 and 9 along unimproved Lake <br />Street could make the same request being made by <br />Keenan. If the City grants the variance to Keenan, it <br />would have no basis for denying the variance for Lots 8 <br />and 9. Scalze felt the only way to avoid the situation <br />would be to base the variance on the hardship that <br />Keenan does not have adequate frontage in order to <br />petition for a street improvement. <br />Pedersen also pointed out that a driveway was adequate <br />to service 1 or 2 homes, but not adequate to service a <br />neighborhood. Pedersen stated that at some point the <br />City draws the line. <br />Morelan pointed out that the line is already drawn at <br />zero. <br />Pedersen disagreed pointing out that there is already <br />one house using the Lake Street right-of-way for <br />driveway access. Pedersen stated that he did not have <br />a problem allowinq another house to use that right-of- <br />way for driveway access, but would have a problem with <br />3 or 4 homes. <br />Tom Theis, 3036 Leeward Way, pointed out that a <br />variance is designed to address special circumstances. <br />Theis suggested that the Keenan request be approved <br />with the stipulation that additional requests allowing <br />3 or 4 homes on an unimproved road would be denied. <br />Theis indicated that it appears that the Council is <br />afraid to make a decision on this matter because of <br />what the future miqht bring. Theis felt that the <br />Council's concern was addressed by drawing the line at <br />2 homes on an unimproved right-of-way. <br />6 <br />
