MINUTES <br />CITY COUNCIL <br />MAY 25, 1994 <br />The Administrator indicated that the Council needs to <br />define the make-up of these committees. <br />Scalze felt that the City should make sure the <br />committee has representation from the senior citizen <br />community, renters, and business owners or managers. <br />Pedersen pointed out that there are varying age groups <br />in each of these categories, and suggested that a <br />cross-section of these age groups be included. <br />Scalze suggested that the citizen-based committee be <br />comprised of an equal amount of homeowners and renters, <br />or the same proportion of homeowners and renters that <br />there are in the City. Then there should be a <br />representation of senior citizens and young parents for <br />each cateqory. <br />The City Administrator reported that Decision Resources <br />would randomly select committee members based on pre- <br />qualification. <br />Pedersen pointed out that using the voter registration <br />listing for identification of committee members may not <br />get the person who lives in the City for only a year or <br />two. However, that type of person is needed on the <br />committee since the City will always have that type of <br />resident. <br />Scalze again stated that the committee should have <br />representation from renters in as close to the actual <br />percentage of that population base as possible. <br />Morelan did not believe that adhering to the actual <br />percentage was that important since the committee's <br />task is to identify issues to be addressed in the <br />survey. <br />Pedersen felt that there should be representation on <br />the committee of renters, condominium homeowners, and <br />mobile homeowners, as well as single-family homeowners. <br />The Administrator pointed out that a person could <br />represent one of these categories, and still represent <br />the senior citizen or young parent category. <br />Morelan felt that age and residential status were most <br />2 <br />
