MINUTES <br />CITY COUNCIL <br />MAY 25, 1994 <br />crucial. <br />Pedersen felt that there should be representation of <br />ethnic groups in the City. <br />It was the consensus of the Council that the citizen- <br />based committee should be made up of at lease two <br />representatives of each of the following categories: <br />business owner or manager, mobile homeowner, <br />condominium homeowner, single-family homeowner, renter, <br />young parent, middle-aged resident, and senior citizen. <br />It is understood that one person may represent more <br />than one of these categories. <br />The Council then decided that the Council/Commission <br />committee should consist of the City Council, two <br />members of the Planning Commission, two members of the <br />Park & Recreation Commission, and the City <br />Administrator. The City Administrator will solicit <br />input from department heads, the Fire Department, and <br />Sheriff's Department in identifying survey topics and <br />will summarize that input and submit it to the <br />committee. It was felt that the citizen-based <br />committee would meet first with Decision Resources, and <br />a summary of the issues then be forwarded on to the <br />Council/Commission committee. Members of the citizen- <br />based committee would be invited to observe the <br />Council/Commission committee if they so choose. <br />The City Administrator suggested that the City conduct <br />its own mailed business survey. Decision Resources may <br />be able to provide some sample questions for Council <br />review in formulating a business survey. <br />Morelan felt it important that the survey be done <br />right, and suggested that if it is necessary to wait a <br />year and budget additional funds for a business survey <br />in order to ensure a good end product, that is what <br />should be done. <br />Scalze asked if part of a business retention program <br />included a business survey as well as meetings with <br />businesses. <br />The Administrator replied that that was correct, and <br />indicated that many times a business survey is done as <br />a pre-cursor to an individual meeting with the <br />3 <br />
