MINUTES <br />City Council <br />June 7, 1994 <br />takes more time than he thought it would especially since <br />when responding to a complaint, he has found other <br />properties that needed attention. Therefore, he ended up <br />sending letters to those properties also. <br />Aanson asked what the nature of the complaints have been. <br />The Administrator stated that they related to long grass, <br />junk or recreational vehicles parked in yards, debris, <br />fencing of a pool, unfinished yard, etc. <br />LaValle asked if Squires is paid by the hour or per building <br />inspection. The Administrator stated that he is typically <br />paid by the hour. LaValle asked how many hours he averages. <br />The Administrator indicated that his bills have been running <br />between $1,700 to $2,000 per month at approximately $25 to <br />$30 an hour which would include his travel pay. Squires has <br />been spending a couple hours a week in the office to perform <br />plan reviews and the balance of his time has been out in the <br />field performing inspections. The Administrator stated that <br />Squires has not been billing us for calls he has made from <br />his home. LaValle stated that Squires' time would equate to <br />approximately 60 hours a month or 15 hours a week. <br />Therefore, that would have left the former Building <br />Inspector 25 hours per week for code enforcement and fire <br />inspections. <br />The Administrator felt that the former Building Inspector's <br />work was higher quality. Lately, there have been situations <br />where other organizations have had to be called whereas <br />before the former Building Inspector handled those <br />situations himself. The recent situations related to <br />unsanitary conditions with elderly people living there, and <br />another one relating to unsanitary conditions with a mother <br />and children present. The former Building Inspector also <br />handled Fire Department lock boxes. <br />LaValle felt that essentially all the former Building <br />Inspector did in his 40 hour work week was perform building <br />inspections. He felt that the City was getting more for <br />their money having Squires perform the inspections. The <br />Administrator stated that Squires is not performing heating <br />inspections whereas the former Building Inspector did. <br />The Administrator stated that it would be tough to find <br />someone who can perform all the duties the former Building <br />Inspector could. He also cannot justify paying someone <br />$40,000 annually and having them involved with routine code <br />enforcement. He stated that he favors hiring an intern for <br />code enforcement at $8-9 an hour for six months a year over <br />the summer. LaValle suggested utilizing a CSO waiting to be <br />hired by a local police department to accomplish the code <br />enforcement. The Administrator felt that would be an <br />-2- <br />
