MINUPES <br />City Council <br />June 7, 1994 <br />she would be hesitant to have the City's inspector assist <br />residents too much with their buildinq projects since this <br />could be too much of a service that the residents have not <br />paid for. Morelan agreed. However, he felt the inspector's <br />communication must be at a different level when dealing with <br />homeowners. Additionally, Morelan felt that it would be <br />nice to have the flexibility of changing personnel if the <br />inspector was not working out. <br />Scalze stated that when the former Building Inspector was <br />hired, there was not much interest from individuals who had <br />all of the qualifications. <br />Morelan stated that the former Building Inspector indicated <br />upon leaving Little Canada that the job requires more than <br />40 hours per week. Therefore, Morelan felt that one person <br />to handle all of the duties may not be the answer. The <br />Administrator stated that Little Canada's building activity <br />will drop off. However, there will still be a seasonal <br />fluctuation. Morelan asked if Squires was retiring. The <br />Administrator stated that he may be within a year. The <br />Administrator would like to continue with the current system <br />to see how it works and to see how much time each duty <br />requires. <br />Scalze asked how many hours the Administrator has spent on <br />code enforcement the past month. The Administrator <br />indicated that it has been five to ten hours a week. <br />However, he has not been doing proactive code enforcement <br />like the Council wants. LaValle stated that if a CSO is <br />utilized, it would be proactive, and the more proactive <br />enforcement is done, the less reactive would be needed. <br />The Administrator stated that he has noticed upon doing code <br />enforcement that when he has inspected a certain complaint, <br />many other homes in the area have the same problem. <br />Therefore, many letters have to be sent out. LaValle felt <br />that Little Canada's squad could be writing down problems <br />that they notice need attention. He felt they had time <br />between calls. LaValle felt that they would not have to <br />necessarily look for the problems, but if they notice a <br />problem they could write it down. LaValle also thought that <br />Public Works employees could do the same. <br />Pedersen asked if Dave Frison is still performing fire <br />inspections. The Administrator indicated that the <br />inspection program was stopped when the former Building <br />Inspector left. Frison has indicated that he would like <br />more money for performing the inspections. The <br />Administrator stated that Frison was just getting started <br />with the inspection program and the Administrator felt some <br />oversight may be necessary. <br />-5- <br />
