MINUTES <br />City Council <br />June 7, 1994 <br />The Administrator felt that the mix and match combination <br />with variables option would be the best for the City. He <br />felt that Frison may be a qood choice under this option, but <br />the Administrator felt that someone should oversee Frison's <br />work and serve as a resource should questions arise. <br />LaValle asked what Frison was paid. The Administrator <br />stated that he was paid $10.50 per hour and is asking for <br />around $15 per hour. Roseville is paying their fire <br />inspector $19-$20 per hour. The Administrator felt that <br />Frison's request may not be out of line for an inspector who <br />is experienced, but Frison is not yet experienced. <br />The Administrator felt that the best option is to either <br />hire a building inspector that can be shared with other <br />cities or contract with another City. Hanson asked how much <br />longer the Administrator would like to continue with the <br />present situation. The Administrator stated that things are <br />working out okay with Squires and the work has not been <br />overwhelming. He felt that the biggest concern was code <br />enforcement. <br />Scalze stated that it would be difficult to hire a full-time <br />inspector and continue to provide work for that individual <br />in the future when the valuation of work being done keeps <br />decreasing. However, she felt that Little Canada hiring <br />someone and contracting them out to another City may not be <br />a bad option. <br />The Administrator stated that he felt Little Canada cannot <br />afford the full-time option in that it would be difficult <br />for one person to handle all the job responsibilities. He <br />felt that the City should contract with another city or hire <br />someone from a firm to be shared with other cities. <br />LaValle felt that the Administrator should explore that <br />option. The Administrator cautioned the Council that cost <br />savings may not occur. <br />The Administrator stated that the inspection fees collected <br />more than pays for the building inspector position. Scalze <br />stated that code enforcement does not pay for itself. The <br />Administrator indicated that the fire inspection program <br />could pay for itself with business license fees in the <br />future. Scalze indicated that license fees were tried a few <br />years back, but businesses refused to pay the fee. The <br />Administrator stated that there could be a few business who <br />refuse. He felt that the $10 fee charged previously was too <br />low. Morelan indicated that the fire inspection program <br />would pay for itself in reduced fire calls per year. Scalze <br />stated that would be in a intangible manner. <br />-6- <br />
