MINUTES <br />CITY COUNCIL <br />JUNE 22, 1994 <br />assessed a greater share of the street costs than the <br />single-family residential property across the street. <br />The Administrator also pointed out that assessment <br />deferments are available to senior citizens living on <br />fixed incomes. These details will be discussed at the <br />assessment hearings for the street improvements. The <br />Administrator pointed out that the City's street <br />assessment policy attempts to equalize assessment rates <br />for residential property owners throughout the City. <br />Mrs. Martin asked about a traffic signal at Rice Street <br />and Demont. <br />The Administrator reported that MN DOT was asked to <br />evaluate the need for traffic signals on Rice Street at <br />both Demont Avenue and South Owasso Blvd. Based on <br />their study, MN DOT has indicated that neither <br />intersection warrants a traffic signal at this time. <br />MN DOT felt a signal at Rice Street and Demont would <br />create more traffic problems than it would help solve. <br />Mrs. Martin asked why curb and gutter is part of the <br />street improvement project when the residents were <br />opposed to the curb and gutter. <br />Morelan replied that the City Council decided to order <br />the curb and gutter. Curb and gutter protects the <br />roadway and helps a road to last longer. With the <br />substantial investment involved in reconstructing a <br />road, the Council was interested in protecting that <br />investment and getting the longest road life possible. <br />The road reconstruction will result in a 32-foot wide <br />road due to the traffic volummes involved. <br />Mrs. Martin pointed out the problems with traffic <br />speeds on Jackson/Old County Road C/Lakeshore. <br />Morelan pointed out that the Sheriff's Department <br />placed its smart van on Jackson Street, and that piece <br />of radar equipment determined that there wasn't an <br />excessive speeding problem. <br />Mrs. Martin suggested that the smart van be placed on <br />Lakeshore Avenue some time in the future. <br />Hanson felt that there were speeding problems in <br />several areas of the City. <br />19 <br />
