MINUTES <br />CITY COUNCIL <br />JUNE 22, 1994 <br />With regard to assessments, Morelan pointed out that <br />State Law says that the City can assess property in an <br />amount equal to benefits received. That is property <br />values must increase in an amount equal to the <br />assessment. A new street on Jackson, Old County Road <br />C, or Lakeshore Avenue would not increase property <br />values of the apartment complexes on Demont. <br />Paul Martin asked why Lakeshore was posted as a 7-ton <br />street this past winter when it had been posted at 5- <br />ton in the past. <br />The Public Works Superintendent replied that that issue <br />was discussed at the improvement hearing. The <br />Superintendent reported that he informed the residents <br />at that time that if the road were posted at an <br />incorrect weight, the problem would be corrected next <br />year. <br />Nagle commended the Council and staff for the adoption <br />of the street assessment policy, feeling that assessing <br />residential properties for an 8" and 3" road section <br />was a great concept and goes a long way toward building <br />equity in assessments. <br />Jim Gregor, Park & Recreation Commissioner and resident <br />on Australian Avenue, reported that at the last <br />Commission meeting the recommendation was to retain the <br />walkway easement along the Jackson Street right-of-way <br />from Demont Avenue to Australian. However, no <br />recommendation was made for paving the right-of-way all <br />the way down to Australian Avenue. Gregor pointed out <br />that Bluwood Avenue has a 100 foot road right-of-way <br />easement, while the right-of-way for Australian Avenue <br />is 40 feet. <br />Gregor pointed out that at the improvement hearing <br />there was discussion about stop signs at Jackson/Old <br />County Road C and Old County Road C/Lakeshore. Gregor <br />reported that the residents in the area wanted to see <br />the stop signs installed before curb and gutter was put <br />in to see if the stop signs would address the traffic <br />speed problem. <br />Gregor stated that the Park & Rec Commission decided <br />not to address the Jackson Street trail in conjunction <br />with the sidewalk issue, but apparently the discussion <br />goes hand-in-hand this evening.
