MINUTES <br />CITY COUNCIL <br />JUNE 22, 1994 <br />Marsh asked the history of the easement. <br />Wehrle pointed out the trail easement between Old <br />County Road C and Australian had been the Jackson <br />Street road right-of-way. The City vacated that road <br />right-of-way, but has retained a utility and trail <br />easement through the area. <br />Wehrle also pointed out that the City has looked at <br />both fencinq and landscaping along trails to protect <br />private property. The City has used a variety of <br />methods to do this, and the City has tried to work with <br />the residents on these issues. <br />Paul Huot, Lakeshore resident, reported that he signed <br />the petition in favor of the Jackson Street trail and <br />opposing the sidewalk improvement. Huot reported that <br />he liked the idea of a striped bike path on the road, <br />however. Huot pointed out that there are such bike <br />paths on Edgerton and Centerville Road, for example, <br />and indicated that people use these paths for walking. <br />Huot stated that he did not want a sidewalk on either <br />side of Lakeshore, but would like to see a striped bike <br />path. Huot felt that there should be no curb and <br />gutter along the roadway if there is a striped bike <br />path. <br />Scalze indicated that she was prepared to make a motion <br />on the matter. <br />Nagle felt that the Council should take no action until <br />a public hearing was held. Nagle suggested that many <br />residents did not show up this evening because they <br />believed that no decision would be made. <br />Scalze pointed out that the Council was criticized for <br />not making a decision on the curb and gutter issue at <br />the initial public hearing when the majority of <br />residents were present. Scalze pointed out that the <br />trail and sidewalk issue does not require a public <br />hearing, however, the Council held a public <br />informational meeting as a courtesy to the <br />neighborhood. Scalze felt the Council should make a <br />decision tonight on the trail and sidewalk issue since <br />most of the residents are here this evening. <br />The City Administrator reported that a public hearinq <br />is necessary under State Statute 429 for projects which <br />23 <br />
