MINUTES <br />CITY COUNCIL <br />JUNE 22, 1994 <br />as a barrier to bike traffic wanting to get off the <br />road for safety reasons. Waite reported that there are <br />several areas in the Metro without curb and gutter, <br />such as Highway 65, Highway 36, 35E. Waite asked what <br />makes traffic volummes so heavy on Jackson/Old County <br />Road C/Lakeshore that curb and gutter area necessary. <br />The City Engineer pointed out that curb and gutter are <br />an urban standard and are not used on Interstates. <br />Waite questioned statements that curb and gutter would <br />protect the edge of the street. <br />LaValle pointed out that tonight's discussion is on <br />sidewalk and trail improvements. The street <br />reconstruction project has already been ordered. <br />At this point in the meeting a petition was submitted <br />indicating that the property owners signing were in <br />favor of the Jackson Street trail improvement from Old <br />County Road C to Australian. With regard to the <br />sidewalk improvement, the petitioners felt sidewalks <br />were a separate issue from the trail improvement and <br />were not in favor of public sidewalks anywhere in the <br />neighborhood. <br />Paul Martin asked if sidewalks were less expensive than <br />curb and gutter. <br />Frison asked if the Jackson Street trail were improved, <br />if the City would still consider a striped bike path <br />along Old County Road C and Lakeshore. <br />Will Marsh, Australian Avenue, pointed out that there <br />was been no discussion about specifics for the trail, <br />such as width, whether or not the trail would be lit, <br />if there would be fencing along the trail to protect <br />private property. Marsh stated that the City has not <br />asked how the property owners adjacent to the trail <br />feel about it. <br />Wehrle pointed out that there is a similar trail in the <br />Aspen Circle area. Typically these trails are 8 foot <br />wide bituminous trails which provide connections for <br />neighborhoods to park facilities. The City is not <br />planning to light the trails, and does not anticipate <br />night use of the trails. <br />22 <br />
