MINUTES CITY COUNCIL JUNE 22, 1994 SIDEWALK IMPROVEMENT AS PROPOSED ALONG OLD COUNTY ROAD C AND LAKESHORE AVENUE The foregoing resolution was duly seconded by Scalze. Ayes (4) LaValle, Sca12e, Hanson, Pedersen. Nays (0). Abstains (1) Morelan. LaValle asked about the widening of Old County Road C and Lakeshore Avenue to provide for a striped bike path area within the road bed. The City Engineer felt that the road should be wider than the 32 feet ordered by the Council to provide adequate room for such a bike path. RECESS At this point in the meeting, 10:00 P.M., Council took a short recess. The meeting was reconvened at 10:15 P.M. PRELIMINARY The Mayor opened the Public Hearing to consider a PLAT & Preliminary Plat for the Twin Lake Pines Addition as VARIANCE submitted by Pratt Aomes consisting of 14 single-family TWIN LAKE lots and 1 outlot as well as a Variance for cul-de-sac length exceeding the maximum allowed under the Code. Len Pratt, Pratt Homes, reported that the preliminary plat meets all of the City's zoning requirements with the exception of the length of the cul-de-sac. Pratt pointed out that the Planning Commission has recommended approval of the Preliminary Plat and Variance request. The Commission did discuss Outlot A, and Pratt informed the Council that the outlot would be private open space for the 14 single-family lots. There is a wetland delineation and flowage easement on this outlot as part of the agreement with the St. Paul Water Utility. Pratt pointed out that Lots 1 through 4, Block 1 would have access from Twin Lake Blvd. Pratt also pointed out that in laying out the plat he tried to preserve as many trees as possible and minimize grading. Scalze asked if any property will be purchased from the adjacent church and incorporated into this plat. Pratt reported that he has met with the church to 25
