MINUTES <br />CITY COUNCIL <br />JUNE 22, 1994 <br />SIDEWALK IMPROVEMENT AS PROPOSED ALONG OLD COUNTY ROAD <br />C AND LAKESHORE AVENUE <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) LaValle, Sca12e, Hanson, Pedersen. <br />Nays (0). <br />Abstains (1) Morelan. <br />LaValle asked about the widening of Old County Road C <br />and Lakeshore Avenue to provide for a striped bike path <br />area within the road bed. <br />The City Engineer felt that the road should be wider <br />than the 32 feet ordered by the Council to provide <br />adequate room for such a bike path. <br />RECESS At this point in the meeting, 10:00 P.M., Council took <br />a short recess. The meeting was reconvened at 10:15 <br />P.M. <br />PRELIMINARY The Mayor opened the Public Hearing to consider a <br />PLAT & Preliminary Plat for the Twin Lake Pines Addition as <br />VARIANCE submitted by Pratt Aomes consisting of 14 single-family <br />TWIN LAKE lots and 1 outlot as well as a Variance for cul-de-sac <br />length exceeding the maximum allowed under the Code. <br />Len Pratt, Pratt Homes, reported that the preliminary <br />plat meets all of the City's zoning requirements with <br />the exception of the length of the cul-de-sac. Pratt <br />pointed out that the Planning Commission has <br />recommended approval of the Preliminary Plat and <br />Variance request. The Commission did discuss Outlot A, <br />and Pratt informed the Council that the outlot would be <br />private open space for the 14 single-family lots. <br />There is a wetland delineation and flowage easement on <br />this outlot as part of the agreement with the St. Paul <br />Water Utility. Pratt pointed out that Lots 1 through <br />4, Block 1 would have access from Twin Lake Blvd. <br />Pratt also pointed out that in laying out the plat he <br />tried to preserve as many trees as possible and <br />minimize grading. <br />Scalze asked if any property will be purchased from the <br />adjacent church and incorporated into this plat. <br />Pratt reported that he has met with the church to <br />25 <br />
