However, the church has <br />decided not to proceed with such an exchange. <br />Scalze asked if there was a clear definition of the <br />property lines involved in the plat. <br />Pratt replied that surveying has been done to determine <br />property lines. <br />LaValle asked the purpose of outlot A. <br />Pratt replied that Outlot A would be private open space <br />for the 14 single-family lots. The owners of these <br />lots would form a homeowners' association, and Outlot A <br />would be governed by that association. <br />LaValle asked why it is beinq proposed that Mr. Pardee <br />have access to the lake via an easement across Outlot <br />A. LaValle pointed out that Mr. Pardee plans to build <br />a home on one of the lots lying in Vadnais Heights. <br />Pratt explained that in platting the Vadnais Heights <br />property, the City of Vadnais Heights took a park land <br />dedication adjacent to the lot Mr. Pardee would like to <br />build on in such a manner that it takes Mr. Pardee's <br />lake frontage. Therefore, Mr. Pardee is asking for an <br />easement giving him lake frontage on Outlot A. <br />Scalze pointed out that Mr. Pardee could walk across <br />the Vadnais Heights park property to access the lake. <br />Mr. Pratt replied that this was possible, but that Mr. <br />Pardee wanted lake access for his private use. <br />Scalze questioned providing lake access in Little <br />Canada for a property owner in Vadnais Heights. <br />Pratt replied that he is sensitive to Mr. Pardee's <br />request because it is his land. Pratt suggested that <br />the matter could be tabled until a future meeting and <br />that he bring Mr. Pardee back to explain his request. <br />Scalze stated that she was not in favor of tabling the <br />matter, and expressed ooncern with the fact that Mr. <br />Pratt was late to this Council meeting as well as <br />others causing neighboring residents who have come to <br />the meetings to wait for extended periods of time. <br />26 <br />
